Abhazya'ya Uygulanan Ambargonun Kaldırılması,
Değerli Halkımıza ve Kuruluşlarımıza;
Rusya Federasyonu Dışişleri Bakanlığı tarafından yapılan açıklamaya göre, Abhaz-Gürcü savaşı sonrası, Bağımsız Devletler Topluluğu tarafından (BDT) 19 Ocak 1996'dan beri Abhazya'ya uygulanan ambargo'nun kaldırıldığını duyurdu.

19 Ocak 1996 tarihinde Gürcistan'ın talebi ile toplanan Bağımsız Devletler Topluluğu (BDT) Devlet Başkanları Kurulunca alınan, "Abhaz-Gürcü anlaşmazlığının çözümlenmesi için alınacak tedbirler hakkındaki karar" uyarınca, Abhazya resmi makamları ve Abhazya'daki bütün tüzel ve gerçek kişilerle ekonomik ve sosyal ilişkiler, seyahat özgürlüğünün kısıklanması vb. bir çok hürriyet yasaklanması ve acımasızca yaptırımların uygulanmasına başlandı.
12 yıldır acımasızca uygulanan ama bir tarafdan da Abhaz-Gürcü anlaşmazlığına çare arayan çelişkili zihniyette bu sekilde sona ermiş oldu.
Bunun devamında, umut ediyoruz ki Sohum Havalimanı Sohum, Ocamcıra ve Pitsunda limanları sorunsuzca seyahat edilebilecek yerler olacaktır.
17 Şubat 2008 tarihli Kosova'nın bağımsızlığının ilan etmesi, akabinde ve ilk planda Abhazya'ya yapılan böyle bir jestin, beklenen bağımsızlığın tanınması sürecinin de kısa sürede önünü açacağının bir işareti olarak görüyor ve bekliyoruz.
Abhazya'nın yıllardır hem yerli halkının özgürlüğü (seyahat-iletim-ekonomik) ve hemde diasporadaki akrabalarının atavatanları ile kavuşmalarının en büyük engeli de bu şekilde kalkmış oldu. Camiamıza hayırlı olmasını diliyoruz.

The ministry said that "due to a change of circumstances, the Russian Federation no longer considered itself bound" by a resolution on the Abkhazia-Georgia conflict, which was adopted by the CIS Heads of State Council on January 19, 1996.
It said sanctions were imposed amid a confrontation between Georgia and Abkhazia that continued after the 1992-93 war and were designed to compel Abkhazia to adopt a more flexible position, primarily on the return of refugees and other displaced persons.
"Today the situation has changed drastically. The majority of ethnic Georgian refugees have returned to Abkhazia's Galsky district," the ministry said.
Abkhazia, an unrecognized republic with a population around 200,000, has plans to reiterate its calls for recognition of its de facto independence by Russia and major international organizations later this week.
Russia's lower house of parliament the State Duma is to discuss the issue of Georgia's breakaway republics of Abkhazia and South Ossetia on March 13.
Shortly after Kosovo declared independence on February 17, Abkhazia and South Ossetia, both involved in bloody conflicts after proclaiming independence from Georgia in 1991, said the recognition of Kosovo should now be taken into account when considering their claims for sovereignty.
Russia has repeatedly said the recognition of Kosovo will set a precedent for other breakaway regions, including in the former Soviet Union.
The Russian parliament said in a statement in late February that Kosovo's independence gives Russia the right to forge new relationships with self-proclaimed states.
The decision to lift transport sanctions on Abkhazia will significantly increase passenger and freight traffic via Georgia to Armenia, Russia's rail monopoly Russian Railways said.

An unofficial translation of the MFA statement follows: "The Ministry of Foreign Affairs of the Russian Federation has sent the Executive Committee of the Commonwealth of Independent States an official note, informing it that the Russian Federation, due to changed circumstances, no longer considers itself bound by the provisions of the Decision of the Council of the Heads of State of the CIS "On Measures to Regulate the Conflict in Abkhazia, Georgia" of 19 January 1996. That decision has imposed a ban on official trade, economic, financial transport and other links with Abkhazia.
As it is known, this decision was taken in 1996 against the background of acute confrontation in the Georgian-Abkhaz conflict which continued after the bloody war of 1992-1993. At that time, its objective was to convince Abkhazia to assume a more flexible position, primarily, on matters of refugee and IDP return.
Today, the situation has dramatically changed. The majority of refugees of Georgian nationality has returned to the Gali district. Extending this process is prevented by the refusal of Georgia to agree to the rules of their registration proposed by UNHCR.
In terms of participation in the process of conflict resolution, the Abkhaz side is fulfilling its obligations on key agreements in this area. It is ready for practical steps for strengthening confidence and security in the zone of conflict. Against this background, the Georgian side is not demonstrating a similar constructive approach to fulfilling earlier commitments. Moreover, it undermines the negotiation process, by placing an administration subordinate to Tbilisi in the upper part of Kodori Gorge of Abkhazia.
Against this background, maintaining prohibitions established by the mentioned Decision is completely pointless, and prevents a realization of socio-economic programs in the region, forcing Abkhaz people into unjustified suffering.
Lifting of the sanctions on Abkhazia is in keeping with the general practice of gradual softening and lifting of forceful measures if a target [of sanctions] is taking steps to fulfill the demands of the international community. The Group of Friends of the UN Secretary General on Georgia has spoken in favour of this decision, and its recommendations were supported by the UN Security Council.
The Russian MFA also proposes that other CIS member-states abandon the sanctions regime against Abkhazia, imposed in 1996."
